APEC China 2026 is the annual cycle of Asia-Pacific Economic Cooperation (APEC) meetings hosted by China in 2026, culminating in the APEC Economic Leaders’ Meeting scheduled for November 18–19 in Shenzhen. It encompasses senior officials’ meetings, ministerial meetings, technical discussions and business-related events, rather than a single summit. China’s host-year theme is “Building an Asia-Pacific Community to Prosper Together,” with three priorities: openness, innovation and cooperation. As of October 14, 2026, the leaders’ meeting remained a forthcoming event. (apec.org)
Background and institutional framework
The 2026 host year is China’s third time hosting APEC’s leaders’ meeting. Its previous meetings were held in Shanghai on October 20–21, 2001, and Beijing on November 10–11, 2014. China announced its role as the 2026 host on November 16, 2024, during the 2024 leaders’ meeting. (apec2026.cn)
APEC comprises 21 member economies. Its terminology reflects the forum’s emphasis on trade and economic relations: participants engage as economic entities, and membership is described in terms of economies rather than countries. The leaders’ meeting provides strategic direction, while ministers, senior officials, committees and working groups develop and implement the forum’s work throughout the year. (apec.org)
APEC operates through consensus and voluntary, non-binding commitments. Hosting allows China to propose priorities and coordinate meetings, but collective decisions remain subject to agreement among members. The summit is therefore not a treaty-making conference, and its declarations do not themselves impose legally binding obligations. (apec.org)
Theme and policy agenda
China formally introduced the host-year theme and priorities at the Informal Senior Officials’ Meeting in Shenzhen on December 12, 2025. The preparations also identified the first five-year review of the Aotearoa Plan of Action as an important component of the 2026 agenda. That plan guides implementation of the APEC Putrajaya Vision 2040, the forum’s long-term regional cooperation framework. (apec.org)
The three priorities organize a broad programme of policy discussions:
- Openness: cooperation on trade and investment, trade facilitation, services competitiveness and regional economic integration.
- Innovation: digital transformation and cooperation in science, technology and artificial intelligence.
- Cooperation: coordination across APEC’s policy bodies and practical work on connectivity, capacity building and shared regional challenges. (apec.org)
By August 2026, China had proposed potential outcomes concerning the Free Trade Area of the Asia-Pacific, connectivity, artificial intelligence and the digital economy. These were proposals under consultation, not completed leaders’ agreements. Discussions on the Aotearoa review also addressed demographic change, the energy transition, cybersecurity and supply-chain resilience. (apec.org)

Preparatory work took place in several Chinese cities, with Shenzhen designated for the concluding leaders’ events.

Business participation
Business input formed a distinct part of the preparations. At the August senior officials’ meeting, recommendations from the APEC Business Advisory Council included accelerating paperless trade, improving interoperability, strengthening supply-chain cooperation, and expanding access to digital infrastructure and skills. The council also advocated approaches to artificial intelligence intended to support participation by small businesses and developing economies. (apec.org)
The published November schedule placed the council’s fourth annual meeting on November 14–16 and the CEO Summit on November 17–18, alongside the concluding intergovernmental meetings. These business events are separate from the Economic Leaders’ Meeting. (apec.org)
Emblem
The host-year emblem, unveiled in December 2025, draws on the Peng, a legendary bird associated with Shenzhen’s alternative name, the “City of Peng.” Its design incorporates 21 interwoven feathers representing APEC’s 21 member economies. The organizers described the connected feathers as symbolizing diversity, cooperation and shared prosperity. (apec.org)
